Francisco expressed through a letter sent to the 19th Congress of the International Association of Penal Law, that the great challenge is to help those that caused damage to reflect on that.
"The great challenge" as regards security is "not to be satisfied with repression towards those who cause damage, but helping them to reflect," he wrote.
The letter also reads that the Church "proposes a Justice that humanizes and is genuinely reconciliatory, which takes the delinquent through a path of penitence and to its social rehabilitation and reintegration into the community."
"Experience tells us that increasing or hardening punishment does not solve the social problems neither diminishes crime indexes," reads the letter, dated in the Vatican on May, 30th.
